You need a BIOS that supports booting from USB devices.

Your motherboard manual should tell you. What board do you have? Someone should be able to look it up pretty quickly.

Usually in BIOS, under boot devices, there should be a selection in boot priority for "removable drive"

If the motherboard allows it, will it be bootable on any computer? Or restricted to the one you installed it with?

It will more than likely be restricted to the machine you installed it on. Or one just like it

Your board does support booting from USB devices. In the BIOS under the Boot Menu set USB Boot to enabled then you need to put Removble Drives in the Boot Device Priority list.
