I'm defragmenting regularly, however I'm having a hard time keeping the degree of fragmentation below 10%. For instance, before last defrag it was 16% and after it's still at 14%.
There's approximately 25% of free space on that partition and I'm using O&O's Space method.
Is it safe to defrag repeatedly until it reaches a fine degree or is it better to format like once a year or so?
I'm using O&O's "space" method as well, and I've noticed that it can miss abit, not 10%, but close. I wouldn't worry about it, unless you want to switch Defrag apps, but I hear O&O is one of the best so..
Defrag frequently, once every month or so. you can do it whenever you want though, it's perfectly safe, but Defragging once a year is far too little.

I'll stick to O&O, it works perfectly on all other drives.
Actually I just noticed it's a bunch of large files causing this high degree so I guess it's not gonna slow down the computer. Or is it?

Yes, it's perfectly fine. Whenever I defrag my Windows partitions, I always make at least three passes on each partition. Three usually does it, but sometimes a fourth just for giggles. The first pass takes a while, second goes quicker, and the third flues through.
