NTFS is better for a hard drive, FAT32 is used mainly for smaller drives such as thumb drives.

Actually, he just stated NTFS is better for HDD, not the reasoning behind WHY it is better.

NTFS offers many advantages over the FAT file system. Mainly, it's better at making the most use of the disk space. It's also more reliable and and secure than FAT. It has a higher individual max file size limit, so you can keep larger files on your system.

FAT, on the other hand was very old. Over the years, it had been upgraded occasionally, but it was at the end of it's everyday life as newer ways to allocate data emerged.

Think of it this way: FAT is the top rung of one ladder, and NTFS is the bottom rung of a much taller ladder with a safety cage. You can still climb both ladders, but will be able to reach higher with NTFS and feel safer doing so.

Okay, makes sense now. One question though... I have a 250GB SATA. If I want to dual boot windows and linux, how should I partition and format it? Half NTFS, half FAT32?

When you create multiple partitions, you can have one partition be NTFS, and the other being the Linux file system format.
