When I open My computer, Control Panel or something like that I get a flashlight searching over a file folder for a pretty long time. Does this mean any thing in particular, and if so how can I fix it. Thanks,

eventually, it'll show you the contents of your controal panel and my computer right? what would your computer setup be? that can be why its taking a while also. how long does it take to show up by the way? however, if you are clicking on a file.. then..
it means the target to the specfied file is missing or moved.. for example, when you click internet explorer and you see a pop up with the flashlight, its moved somewhere.. it'll automatically be searching for it, or you will have the option to go look for it yourself.

It shows the contents eventually, but it usually isn't this slow. I Have a Dell Dimension 2400, Pentium 4, Windows XP. It takes about 30 seconds to load, but it's never taken that long.

what does floppy have to do with that, i don't have a floppy drive and it loads 1 sec even less

Because i had the same problem and i found out it was the computer looking for an A drive...i'd try dissableing it in BIOS
