Without knowing what software you use to watch dvd's with, I would say the easiest way to repair the damage would be to use System Restore to restore your pc to a time before it was uninstalled.

so if i system restore that will work? if i do that will everything from that day be restored including media files and mp3 files? but most importantly the dvd decoder.

Software will be restored, personal documents and music shouldn't be. However any changes you make with system restore can be reversed if it doesn't solve the problem, so it's reasonably safe to do.

Media Player Classic is freeware, has a built-in DVD decoder, I believe.
Anyway, good luck with system restore!
