i was wondering if dvd players can read dual layered dvdroms because i dont want to use dvd shrink and risk losing picture quality

dvd shrink deletes extra language packages in order to shrink the cd. you can also take out the frames.

Yes but sometimes thats not enough ... for which DVDShrink also supports reauthoring
