Beeping coming from my drives...cpu wont turn on

I just built my new pc but for some reason when I turn on my cpu the monitor wont come on and the cd drive starts beeping. What the hell is wrong?

Is it the CD drive or the mobo speaker, I've never heard of a CD drive making any noise other than it doing it's job

check your wiring, specificaly the wiring from your case to the m/b.
