CD burning quality

Is there a format for burning CD's i.e. Media Player, Real Player, Roxio, etc.. that will give the best sound on playback, or are they all the same?

not that i know of, just use Nero :-) the only best sound you gonna get in any CD is to have a Top Notch HI-Fi system.

It seems to me that you are asking which file format would give you the best result when burning an audio CD right? In that case, a wav format when ripped directly from an audio CD would be most suitable. Aside from that, any MP3 or OGG above 160 Kbits would be suitable as well. Now as to what program you intend to use, I doubt there is any difference. They will burn the same thing in the end.
