I'm looking to buy a sound card for my computer. I play a lot of music and videos, and I just want to improve the sound quality. I do not game. I don't wish to spend over $100 on a sound card.
I was thinking of getting this sound card here

Is that one good, or should I look for something else?
That's a good price on XtremeGamer model there. I paid that for the X-FI Xtreme Audio not too long ago for a new build retail in a local office supply store. The one thing to note is that one offers even more then you will need since it's a higher end model. If you like Creative cards that would be a good choice.

It requires an Intel, AMD, or 100% compatible motherboard chipset. What's that? Would it work on the motherboard I already have?

You obviously like music and vidoes, take a squiz at Creative Soundblasters they have different variaties for different needs. Once you find one that suites you check newegg and get a price for it.

The price seen for the XtremeGamer there is a good one considering retail is $99.99. Even without gaming the good price on a higher model card should suit you well there for multimedia application. I run WMP, Cyberlink's PowerDVD, and other media players and would have still preferred to have gone with that model over the Xtreme Audio.
