Did you disable the onboard sound on the second case? If that was done try moving the card to a different slot. Instead of using the first open pci slot next to the video card try the 2nd or 3rd. If it isn't a bad slot or card raised up in it you could be seeing a resource conflict. Make any drivers for the onboard if originally installed are removed as well. That can see problems.

As PC Eye says, most likely cause is interference from an adjacent card on the bus. Try another vacant slot.

I have just tried another slot and disabled the onboard and checked drivers and i still get the buzzing with this tower. Its weird because the buzzing happens as soon as the speakers are connected to the soundcard even without the pc on, the only way to stop the buzzing once the speakers are plugged in is to turn off the psu or disconnected the pc from the mains.

By moving the card that ruled out a bad slot being the cause. Most likely you are seeing some type of electrical RF emission from the supply in that case or through the ac source since it happens only when plugged in there. Does the "buzzzzzzzing" sound anything like an ac hum? huuummmmmmmm nice and steady bbbzzzzzzzzzz? Electrical "bleedthrough"?! RF! You need some type of filtering or another power source if the supply is ruled.

it is a steady hmmmmmmmmm and buzzzzzzzzzzzzzz, i thought maybe it could be my power supply, so do you think it is my psu causing the noise????

The speakers there are obviously picking the emmissions from an elextrical source like the supply, power strip, or even ac outlet. Something in the case(supply) or close by is the source. If none of this is heard on the other case you have to isolate the problem there. If you were hearing there too then you would be looking at the speakers and wiring/connectors for them.

i think it must be my supply because i tried them on my other case on the same power strip even with the same power lead, recommend a psu anyone???? oh i wont a silent one by the way
